New tires go on the back. If the 185s have near full tread depth, then it's up to you.

As for the replacement certs, read into how much work is involved with a claim. For reference, I just paid $130 to the local tire shop to replace one tire with a hole in the sidewall. Time vs money.

If you have TPMS then you don't need the valve stems
