Yes you can...it is a service that is being provided and you can complain because if you support the vendors it is your duty to complain because they assist with financially supporting the site and lose sales possibly because of shotty service. This can directly impact you as a member because if the vendors are not being able to hawk their wares due to the site being down causing people to go elsewhere then they may lessen what they offer. The forums are a major way that vendors know/learn what to offer to their clientele.
