Should I use a clay bar before I use this, or will the pre wax cleaner do the same thing?

I'd go with the clay bar before waxing, especially if it's been a while since you last ran one across it. You want that paint free of contaminants to help avoid scratches. Be sure to give the waxes plenty of time to dry, the drier the wax the easier it is to remove...which means less pressure and less chance of swirls. You can still swirl your paint with a micro towel if you have to press hard to remove the wax. It should be like wiping dust of your paint...followed up with a super soft finishing cloth, I like to use one of my kids old pajamas whatever it's made out of is extra soft and work perfectly. :)
