where is VIN (Vehicle Identification Number) located on Japan made Vitz 2010 model 1L?

Is it not a metal plate riveted to the dash along the bottom edge of the windshield like it is on cars over here?

since its Japan it might be on the right side of the car but you shoudl get the just

Hi

Do any of you knows what is the meaning of the number 0 located in the 10th position of the vin? I've looked through many pages, trying to find an answer and it seems that only the numbers 1 to 9 are assigned to the fabrication date and some letters, but there is none information about the zero.
