Yaris/Vitz that don't have DRLs aren't wired for them, but it would be possible (with a bit of wiring) to install one of the OEM DRL modules to drive the halogen bulb. The US DRL module actually drives the low beam, not the high beam, but it does so with a pulsed output to decrease the intensity, so there is no reason why that pulsed output could not be connected to the high beam instead.
