I think its the coating. The coating on the Camry wheels looks thicker and shine i er.

Um, Wax Helps...!

The steelies are coated with some type of paint, they will eventually weather & rust. Northern climates would be harder on them especially with road salt. Pop the wheel covers off at least once a year & put a good coat of wax on them, buff it out & throw the covers back on. That will keep them nice & rust free.

Given how pristine the bottoms/undercarriage/underside/whatever term you want to use of CTScott's Yarii look, and that he waxes these areas, it's not surprising that you would get the above result.
