in general around 7 psi is the normal max for stock internals. The "computer reprogrammed" isn't really an option with Toyota as the only company that can get that deep into the computer is Tom's in Japan, to turbo you either need a piggy back system or a full stand-alone.
it has been said that a low boost system only doing 2.5 psi or less can be done with out any additional controls, but that is generally just a tease that make it to hard to not turn it up imo.
