It's the police department Christmas "Parade". The city of Montclair is tiny compared to it's neighboring cities, so they're able to drive through most, if not all residentials streets. Several police motorcycles drive through the neighborhoods sounding off their sirens and alerting kids to Santa coming. Following closely behind is a series of police cars and then Santa as you see pictured. With Christmas music playing, they toss candy at all the kids watching them go by. I appreciate the effort and think it's really cool of them to do, but it's tough to really call it a parade lol.
