They always specify the top. It gives better angles, and may have less force on it.

Invader166: Cam bolts hold up fine on track and at autoX (where loading is typically higher). Personally I'm not comfortable that two bolts are safe (and they do specify to only use one set), but I believe Jason runs two in his racecars with no issues.
