You may see a slight drop (1-2 MPG) depending on the type of tire that you choose to go with. Generally, the stickier the tire, the more of a drop.

I am running 15x7 RPF1 (I cannot remember the offset) wrapped in 205/50R15 Vredestein Quatrac 5 (they are all-season with a snow rating). I also have the TRD springs and struts with the rear sway bar.

When driving highway, I get about 38 MPG and city is about 32 MPG.

I can't speak for the springs, but I believe those shocks are similar to, if not the same as the TRD shocks. The ride quality is great, and not too harsh. I think its got a really good balance between stiffness and harshness.

You will absolutely not regret the rear sway bar. The best thing I noticed about it is that it gets rid of the swaying on the highway.
