The wheels are fading and spotty oddly enough. The only thing I could think of that would cause that would be tire shine, which contains petroleum distillates and over time has turned my first set of wheels brown. Needless to say this is the last time I use tire shine on a set of tires. Anyway, if I were you I would paint them flat black first. Just allow them proper time to dry. Also, a trick to getting the paint to set well is to hit the underside of the surface with a torch gently to heat it up a bit while the paint is drying. It will help the paint cure to a hard, tough finish fit for use on a wheel. Also, be sure to clear coat it many, many times over. It will buy you time before they chip, which they will eventually.
