This may seem like a silly question, but I can't find the answer. Are Foglights an orderable option on US spec Yaris Liftbacks? I have been browsing, thinking of a Yaris for a new Second car, but every single one I have seen in the Upstate NY area does not have foglights.

I even went to the Toyota web site where you can 'build your own', and at least for our zip code, it doesn't even show them as an option.

It depends on where you live. My LB has fog lights (factory-installed). It could be that in some areas, you can't get them. You may have to get your Yaris from a dealer in a different region.
