I did some research of what is a speed sensor wire, it exactly like you said, outputs a signal to instrument cluster. If so any chance to just tap into that wire to the positive lead, and the negative goes to the yellow handbrake wire?

Now that you mention the Hand brake alarm, I don't remember hearing one nor even seeing a light.
Maybe it's just my old age. |

You can't drive something with it, as it will drag the signal down. You could use a transistor to drive the buzzer off of the speed signal, since the signal sits at ground when the car is not moving and pulses at a fairly high frequency when the car is is motion.
