We are probably in the same rust belt. Looking at pics is tough but I think those threads are fine. Wire brush them a bit to get the gunk off, apply a little grease and spin the nut up and down the bolt a few times. Degrease the bolt and torque down the nut. 44 ft lbs is not really a great deal of torque and bolt will handle it just fine.
