I dont want the street conditions, rain, speedbumps to be an issue with the drop because all my friends with there dropped to the ground civics and integras cant even drive their cars sometimes!

205/40R16's will do.... but you are going to have to run coilovers to get that look... if you just run drop coils with that size tire you are going to look pretty funny driving around.... that size tire will give you the same amount of wheel gap as stock with lowering springs only

40 offset is fine, I have 38 on my 17x7's with 205-45-17's.
You can also take a heat-gun to the plastic fender liners and re-shape them to clear on the outside of the wheel wheel if you drop it low.
