You're in the right place. The blue wire needs to have +12V to it in order for cruise to be enabled.

the blue wire have +12v when i release the clutch in link with the white wire?
because i don't have any power on my clutch switch. my wire are clutch switch +/- to fusebox (white and blue wires ) |

Correct - When the clutch is not pressed the blue gets 12V from the white and when it is pressed it opens and the blue has 0V.

and this cruise control have a fuse anywhere, in case of shortcut ??
what's happen if utilise N.C switch for testing purpose? in exemple the first switch are N.C (pin 40 to this switch) , and for the second switch i utilize an N.O switch? the n.c switch when i push on it its "ON" when i repress on it its "off". and the second switch its "set" |

A NC switch won't work. The ECM expects to see the input float and then get pulled down to a specific voltage range for it to register. I have reverse engineered the Toyota diagnostics CAN Bus comm to read the cruise control switch state from the ECM, so I can watch how the ECM responds to the inputs. Have you measured your resistors to see exactly what they read resistance wise. Sometimes you can get a batch that are really at the end of their tolerance band.

Resistance setting on the multimeter. Measure with no voltage applied.

My problem was resolved!!!
My cruise control are fully functionnal!!! My problem was my resistor.... on the package it was write 390 ohm 1/4 watt, but in reality it was 390k Ohm 1/4 watts... Thanks you CTScott for you're help! |

I just purchased the clutch switch from Toyota but it did not include any connector or wires. It just has two prongs. How would I go about attaching two wires to the prongs?
Toyota also gave me screws which are too big for the cruise stalk. Which screws do I need? Thanks for all your help. |

So...I unscrew the 2 side screw..and I pull the whole steering wheel...and It will pop off ?
OBVIOUSLY i disconnect the battery hahaha!

You are only removing the airbag (which is the center portion of the steering wheel), unless you wish to drill the lower steering wheel cover off of the car, or are replacing it with a pre-holed one.
