Have you done any work on the radio recently, as that would be the most likely place to do something that would result in that circuit being shorted?

On your 02, besides the radio, the DOME circuit connects to the combination meter, interior lights, wireless door lock control, and one of the headlight relays.

thing is CTScott, i had a radio installed about a year ago, then it went through a stage of just cutting out all the time, im pretty sure its dodgey. now it doesn't work at all, so do you think i should try and disconnect that and then try the 15A fuse back in again?

I would pull it out and take a look at the wiring behind it. The installer may have done a poor job of insulating the connections.
