Exclamation Need help!! Tail lights/nighttime running lights not working!

Hey, everyone, I would really appreciate some help with this. I have a 2007 Yaris sedan whose tail lights are malfunctioning. The turn signals work, the reverse lights work, emergency flashers work and when the brakes are applied, the brake lights work. However, when the headlights are turned on, nothing. Which means I can't drive at night because I'm invisible to anyone behind me.
We checked the TAIL fuse under the drivers dash, no problem. Replaced the red taillight bulbs because they are double filament and the smaller ones were out: no good. We also checked our running light relay, but it turns out we don't have one.
Any ideas, y'all?

Check the PANEL2 fuse in the under dash fuse box.

We got it! We weren't able to find a fuse layout online that matched our fuse box, so we didn't know which to replace. We said, "heck with it" and replaced them all. Problem solved! Thanks for the assistance y'all.

Hi, sorry to dig up an old thread but I have the same problem with my wife's 2010 Yaris hatchback. The rear tail lights are out except when the brake is depressed.

I tested the TAIL fuse under the dash and it's fine. I see a PANEL 1 fuse but I don't see a PANEL 2 fuse. Any ideas? Thanks!

Nevermind; found the problem. Dealer replaced the light bulb with a single fillament 7443 instead of a double filament bulb. We took it back and they replaced the bulbs.
