Rubbing

I got 17X7 wheels ET43 with 205/45R17 tires and Tanabe NF210 springs and I'm getting some tire rubbing at the back.

I'm unsure where the rear wheel is rubbing. It's been raining hard here so i didn't get the chance to scrape some chalk on the wheel well and tires to figure out where the tire is hitting inside the wheel well i.e. the outer part of the fender or the inner part of the wheel well.

I stumbled upon Penguin Garage's rear hub spacer so am I correct to assume that it's the inner tire thats rubbing against the wheel well itself rather than the fender? Hope someone can clear this up so I can take the appropriate action.
