No. Because they don't change the operating parameters of the intake manifold enough to matter. All a throttle body spacer does is to slightly enlarge the plenum volume. If the intake runners are already reading open air at the plenum, making it larger doesn't make any difference.
In contrast making the intake runners longer alters the frequency of the reflected intake pulses which makes them resonate at a lower frequency (lower rpm). That's what lowers the torque peak in the rpm range.
