That confused be for some time too, but here's my understanding. It's a matter of leverage really, I think. Imagine you are moving forward and crash into something. With the harnesses attached to the floor, the belts will exert a downward pressure, while with a harness bar/roll cage attachment right behind the seat, they will pull straight back. In the worst-case scenario of the seatback breaking, the floor mounted harnesses could damage the occupant's spine, while a straight-back arrangement would be holding the occupant in place in a much safer way.
