Rather than buying a whole new wiper, you can get and replace just the rubber blade from the dealership. I discovered this after I bought a whole new wiper from them once. I don't know about U.S. pricing, but an insert should be about 1/3 (or less) the cost of any whole blade replacement option.

My problem is that I can't find a 13" wind spoiler wiper. I thought about getting the smallest available (16") and cutting it, as suggested above, but I was concerned whether I could to a clean cut

Trico NeoForm "aerodynamic" beam blades has our size (26/14). Rockauto.com sells them. To get a discount, Google "rockauto discount code". There is also a manufacturer rebate @ TricoRebates.com. Happy hunting!
