Replacement wiper blades

But I need the wind spoiler wiper first and then I can replace the blades only. My problem is that I can't find a 13" wind spoiler wiper. I thought about getting the smallest available (16") and cutting it, as suggested above, but I was concerned whether I could to a clean cut
