he ripped you off! I think they are 5mm new. I inspected, cleaned, and adjusted my rear shoes on my last car (civic) every 40-50,000 miles (48-80,000km) but never replaced them. I bought them twice, pulled the drum, then returned shoes to the parts store. I sold the car, with factory shoes, at 338,000 miles (544,000km)

unless you drive with the parking brake on, or you have a leak from the wheel cylinder, you should never need to replace the rear shoes...
