What's being designed is a little more practical, but why you you want to drill and tap into anything rubber? Will it be secure for years to come, or will i have to keep on siliconing it?
And if that person has an intake, will that rubber piece still be there? Also injecting before the throttle plate is not the best of ideas, you can get away with it but there is a chance that it would deflect/puddle/etc
