Most have taken their time with the Fuel economy tire designs.
its easy to have a tire with a compound so hard it lasts a wicked long time and less resistance to help fuel mileage, but they come at a huge cost of performance and traction. An all season tire designed for MAX fuel mileage will suck as an all season tire. Compounds ant tire designs won't work well in wet or snowy/icy conditions. then there is the ride factor, noise levels etc it will take a lot of testing to come up with a decent tire that works well.
