Isn't the extra mileage on the first bar caused by the gas in the neck of the tank? If a person "tops off" the tank by pumping more gas after the pump kicks off (not a good practice), then this gas fills the neck of the tank and is not "seen" by the gas gauge. Am I on the right track here?
