I am thinking a multi-stack rotary switch would do it.

wire to ground

wire to brake switch

wire to handbrake switch

start vehicle, rotate switch, it will (during rotation)

contacts handbrake
maintains handbrake, momentary foot brake
maintains handbrake, momentary foot brake
frees handbrake
contacts footbrake
maintains footbrake, momentary handbrake
maintains footbrake, momentary handbrake
frees footbrake
contacts handbrake
maintains handbrake, momentary foot brake
maintains handbrake, momentary foot brake

should be easy to do with a rotary multicontact switch and
a little solder
