The starter does have a clutch. The starter solenoid (or magnet switch as the manual calls it) does have a return spring. It is the smaller cylindrical part piggybacked on the starter. That could be the spring that he's talking about. If it is weak or the plunger's rusty that could cause the starter to stay engaged for longer than it should.
