Bigger (diameter or heavier) rotors will effect the cars overall performance. Putting bigger rotors on is the reverse installing lighter wheels, flywheel or an under-drive pulley. It is also an increase in unsprung weight, which effects handling.
But a change like this will not make a discernible difference on the street - except to those that have the oversensitive but-dyno - but it would show up on the dyno and in lap times (a very small time change) at the track. While it can slow the cars acceleration down, being able to repeated stop from high speed could pay off in the long run. The weight increase is the reason a lot of big brake kits use a two-piece rotor with an aluminum hat. Better stopping without adding weight, win, win.
