Seat Belt Problem

I have a 2009 Yaris hatchback. The front passenger side seat belt has been giving us problems. The belt won't buckle into the anchor. It just slides in and right back out, with nothing clicking in place to secure it. We've noticed that if we hold the seat belt in tightly, putting constant pressure down on it, then it will eventually stay in place - but we don't hear any click or anything like you typically do when you buckle the seatbelt. Also, when we do this, although it is secured (as far as we know) it doesn't trigger the sensor which tells the car that the seatbelt is secured, because the warning chime keeps sounding. We've also noticed that it is worse - i.e. it takes longer pressing it in to get it to stay put - when it's cold.

Any suggestions, comments, observations?

Below is a picture of what one looks like with the cover removed and the red area lifted. Chances are that one of the springs is out of position.
