Sounds about right. Also, I was referring to regulations, not particular models of cars. Rear fog lights are mandatory in many European countries ( I wanna say all of them, but I'm not sure), whereas front fog lights are optional.

Now depending on manufacturer, there are differences on how you can run front fogs in connection with main headlights. VW, BMW and Benz factory front fogs are switched so they turn off when you turn on high beams, but you have turn on at least the parking lights.
Renaults are wired to turn the rear fogs off when you restart he car, so you don't drive around blinding people behind you for weeks after you drove through some fog ;)
