The service manual only indicates that the ECO light will be off if the "ignition is off, engine is stopping, shift lever in position other than D, or vehicle speed over 81 MPH".

The light is driven by CAN bus message from the ECM to the cluster, so it is likely that until the check engine light is clear that the ECO mode will remain off. Most auto parts stores will read the code for why the CEL is on for free, so it would be a good idea to either hit one or hit your dealer to get that done.
