Is that circuit not there to prevent accessories from massive voltage fluctuation from the draw of the starter?

It is there to help the car out with not having a draw from unnecessary devices while cranking. If the battery is good the voltage should not sag below 11V while cranking.

I was wondering the same thing.

As always anything given on a forum like this is give with an implied disclaimer that if you do something without proper thought or research is done at your own risk.

Personally if I had a battery that is dropping that low during cold conditions especially it would get junked. Why is it worth the risk to possibly get stranded somewhere or heaven forbid be in an emergency situation and being SOL due to a preventable scenario?

Having just switched from a struggling battery that tested bad, to the NAPA Legend (model that CTScott has), I have to say that I agree with this in spades. I think that NAPA Legend may just be the best battery I've put in any car I've ever owned.
