Old thread but. I hav an 06 Vitz RS, didnt come with a parcel shelf either. I don't see any slots for it so i'm inclined to believe the earlier 2nd Gen Rs models didn't come with one. Oversight? Maybe. Just like it didnt come with split folding rear seats, which would have added soo much more practicality.
