yes I have checked all three fuses, and they all three seems to be fine.

OK. Next try bypassing the headlight switch. There are a bunch of different wiring configurations for the European built Yaris, so if you can snap a picture of the connector at the base of the switch I can tell you which wires to jump to bypass the switch (remove the two screws that are visible when you turn the steering wheel and the one down by the tilt lever to remove the lower steering column cover).
