Them both not working points to a ground issue, as that is the only thing common about them. By jumping it to a chassis ground I mean taking a piece of wire and making connection between the pin on the taillight connector and a chassis ground point (bare metal). Since the other side is working, you can also jump from the white/black wire one side to the other.
