It's just another small example of the institutionalized/societal apathy and mindless bureaucracy that our culture has seemed to nurture more and more as time passes. Life, security, and liberty is now a cheap, disposable commodity - unless it happens to make a good sanctimonious sound bite for the news or political mud-slinging that particular week (after which it is quickly forgotten).
