Yes, but can the dealer replace it with a used one? I got a used one but no master key for it.

Possibly. My understanding was that without the master key that the ECM was worthless, but others who work for Toyota have said that the dealers have access to a master reset method from Toyota corporate. I would ask your dealer.

If you have a used one, I would just swap that part. Being a through-hole part it would be very easy to replace.

Okay so change out that chip soldier out and soldier in the new one? Seems very straight forward to me

Edit: Swapped out the two chips, no difference at all.

OK. In that case the problem is likely with the micro controller that commands the driver. Unfortunately he is one of the large surface mount ICs.
