I'm with thebarber on both points.
Get yourself a lightweight pulley next. (Or an entire set if you wanna go all out) It will really frees up some torque, but will make the car a bit jerky, as the engine will be more responsive.
And yes, definitly put a high-performance catalytic converter on, so it doesn't reduce performance, but still conforms to regulations.
