It is my understanding now that a resell must be essentially OE spec to pass.

Aftermarket exhaust = fail
Lowering springs = fail

The resonator delete that I just had done = fail. I wanted it either patched, or straight piped if patching was not possible. Patching was not possible and several shops would not remove it as that violates the new guidelines. One comment I received about the new standards was; 'it's almost as if the government wants you to buy new'.
