Yaris won't start properly/reliably

Sounds like they made some mistakes when taking apart the fuel system to replace the filter. The fuel smell would concern me as it means that fuel is where it shouldn't be. I would go back to them and make them replace the entire fuel sender assembly, as they likely damaged some portion of it taking it apart to replace the filter.

The sender assembly is one entire assembly, containing the pump, filter and fuel level sender.
