quite possibly but it's not like it take a lot of resources to pop on here, check pm's and their threads. seriously, 10-15 min?

If it's a vendor, I'm pretty sure they have to pay some sort of annual amount to have that label. If that vendor isn't selling enough items, they may find that annual amount too high for the amount they end up making.
