Considering how new the car is and your driving conditions, 28 is to be expected. You're only 5 mpg off the mark from the old EPA city estimates (which is 34). And it sounds like you may be driving in the worst of the possible city conditions.
28 in the city is actually good, the more I think about it. The only thing that could possibly do better is a hybrid, so it's not like you've got many other options, other than relocating. Or you could just take the bus/train and quit worrying about it. I would imagine a place like Boston has a pretty expansive transit system. If driving is that expensive and frustrating, why bother? ~YR
