Make: Toyota
Code: B1811
Definition: Open in D squib (Dual stage - 2nd step) circuit

Make: Toyota
Code: B1801
Definition: Open in D squib circuit

A squib is the actual part that explodes to inflate the airbags. There are also squibs that lock up the seat belts. the definition makes me think that there is a wire open in the ignite circuit. I don't know which squib would be "D".. You will not be able to clear the code until the problem causing the code has been repaired.

The 1801 and 1811 DTCs point to the spiral cable (AKA clockspring) having a snapped wire within it. You can pull the airbag and check continuity between the two pins of the black airbag connector and pins 7 and 8 (yellow with green and yellow with red wires) of the spiral cable connector at the bottom of the steering column.

The horn not working may be another symptom of a bad spiral cable.
