Have you been to the NHTSA website yet? They're the governing body that regulates vehicle safety. http://icsw.nhtsa.gov/cars/rules/import/

In addition, you'd have to get it up to CARB standards to register it in Cali.

The RHD part is not the issue. The problem is that it's totally financially unfeasible to import a car into the US that's newer than 25 years old.

why not just buy a Canadian one that's already emissions compliant and up to the crash standards.

Get one from Vancouver. They don't use salt and winters there is basically just rain.

Is the RHD even going to pass inspections in US under 25years old?

It depends on the state. Here in CT, a car that is over 5 years old only requires emissions, if purchased in the same state. Out of state cars also require a VIN check (where the emissions station people have to verify that the window and door VIN tags have the matching VIN to what you purchased). There is no inspection beyond that for us, so theoretically you could bring a car that is completely falling apart and as long as it passes the VIN check and inspection you are good to go.

I would contact a JDM importer in your area to get some hard facts. It's not going to be cheap, so you should make sure you REALLY want it before you go through the trouble and expense.
