No, they don't all do that, and to suggest a 3rd party replacement part for a vehicle that's still under warranty is irresponsible at best and shady at worst.
Rather than exert a lot of effort to diagnose a problem with 20 or so potential causes I suggest you just take it to the dealership and let them do all the work.

by idling up and down, do you mean when you come to a stop, it'll drop below "idle" speed, then go back to normal "idle" speed? do you have the a/c on? i think that'll cause it to go above normal (briefly), then go back to normal.

I took mine to the dealership a week after I had it for this same reason. It only does it if the A/C is on or you have one of the two defrost options on. Its the rely or something kicking in then turning off. What the dealership told me anyways.... if you turn to any of the other vent options you won't have that happen

yeah, i noticed that too when i turn on the rear defroster. idle drops briefly, then goes back to normal.

It's probably A/C related. In absolutley no way could an NST pully set cure this problem. Bad advide.

defrost turns on the AC compressor. so yeah... you will see your MPG dropping significantly if you always drive on defrost :)

It's pretty normal, when the a/c compressor kicks in, it takes about 3-5 hp !
The engine management needs to correct that and even it only takes a second, you get the impression that the idle is going like a jojo ! It does that very irregularly, depending on chosen inside and outside temperature. Nothing to worry about, lots of cars have this phenomonon. |

some times you idle is up and down because your car is trying to adjust to driving condition
