I thought all cars made in the last 5-10 years had that. Either way, are you really prepared to shut off power steering and braking just to save a few litres of petrol? Not to mention that "coasting" doesn't last forever and the car slows down... Unless you mean taking the car down a hill where no throttle is required - in which case it would be crazy to lose half the safety features of the car by turning it off.
