I'll say this much about the Coast Guard:
I remember being moored on a USN amphib in California next to a USCG Cutter and both were taking on supplies. Our ship was taking on gub'ment cheese, gub'ment shelf-stable milk, gub'ment canned meat, etc. while the Coasties had a Safeway truck backed up to the pier and were bringing on fresh fruit, fresh lobsters (!), fresh milk, etc. You make the call.
