I just did a rear brake job on my daughter's Yaris. Absolutely no issues with the e-brake with the shoes properly adjusted. It engages nicely after a few clicks.
I think the OP may have the adjusters turned all the way in...not out. And I agree. Most, if not all, of the e-brake adjustment can be made at the drum...assuming everything else is functioning properly.
